Cloud manager updated

The Cloud Manager has adopted a new spatial ruleset, which manages machines based not only on cluster-reported temperatures, but on additional, externally reported temperatures as well.

The new manager algorithm has increased the stability of the Cloud to an all-time high. With the new ruleset, the cluster will now actively run jobs on approximately 40+ machines (160+ cores) during the day. More impressive, however, is that the cluster will also now run jobs on all of the machines (240 cores) at night!
